§ 2.2-2525. (Expires July 1, 2014) Membership; terms; quorum; meetings.

The Commission shall have a total membership of 21 nonlegislative citizenmembers to be appointed as follows: four nonlegislative citizen members, ofwhom two shall be persons with disabilities, one shall be the relative of acitizen of the Commonwealth with a disability, and one shall be a provider ofservices to citizens of the Commonwealth with disabilities or an advocate forpersons with disabilities or for services to such persons to be appointed bythe Senate Committee on Rules; six nonlegislative citizen members, of whomthree shall be persons with disabilities, one shall be the relative of acitizen of the Commonwealth with a disability, and two shall be providers ofservices to citizens of the Commonwealth with disabilities or an advocate forpersons with disabilities or for services to such persons to be appointed bythe Speaker of the House of Delegates; and 11 nonlegislative citizen members,of whom three shall be persons with disabilities, one shall be a resident ofa state mental health facility, one shall be a resident of a state mentalretardation training facility, one shall be a resident of a nursing facility,two shall be the relatives of citizens of the Commonwealth with disabilities,and three shall be providers of services to citizens of the Commonwealth withdisabilities or an advocate for persons with disabilities or for services tosuch persons to be appointed by the Governor. Nonlegislative citizen membersof the Commission shall be citizens of the Commonwealth.

Nonlegislative citizen members shall serve a term of four years; however, nononlegislative citizen member shall serve more than two consecutive four-yearterms. Appointments to fill vacancies, other than by expiration of a term,shall be for the unexpired terms. Vacancies shall be filled in the samemanner as the original appointments. All members may be reappointed. Theremainder of any term to which a member is appointed to fill a vacancy shallnot constitute a term in determining the member's eligibility forreappointment.

The Commission shall elect a chairman and vice-chairman from among itsmembership. A majority of the members shall constitute a quorum. TheCommission shall meet not less than four times each year. The meetings of theCommission shall be held at the call of the chairman or whenever the majorityof the members so request.
