§ 2.2-2676. Virginia Council on Human Resources; membership; terms;compensation and expenses.

A. The Virginia Council on Human Resources (the Council) is established as anadvisory council, within the meaning of § 2.2-2100, in the executive branchof state government. The Council shall consist of 17 members. Eightnonlegislative citizen members shall be appointed by the Governor, subject toconfirmation by the General Assembly, as follows: two state employees inmanagement positions, two state employees in nonmanagement positions, oneretired state employee, one citizen member at large, one member that iseither a teacher or a member of a local school board and one member fromlocal government as defined in § 2.2-1204. Four nonlegislative citizenmembers shall be appointed by the Speaker of the House of Delegates asfollows: one state employee, one retired state employee, and two citizens atlarge. Three members shall be appointed by the Senate Committee on Rules asfollows: one state employee, one retired employee, and one citizen at large.In addition, the Director of the Department of Human Resource Management andthe Director of the Department of Employment Dispute Resolution, or theirdesignees, shall serve as ex officio members without voting privileges. Allmembers shall be citizens of the Commonwealth.

B. After the initial staggering of terms, all appointments shall be for aterm of four years. Vacancies shall be filled for the unexpired terms. Nomember shall be eligible to serve more than two successive four-year terms;however, after the expiration of the remainder of a term to which he wasappointed to fill a vacancy, two additional terms may be served by suchmember if appointed thereto.

C. The Council shall elect a chairman and a vice-chairman annually from amongits membership. A majority of the members of the Council shall constitute aquorum. Meetings of the Council shall be held upon the call of the chairmanor whenever the majority of the members so request.

D. Members of the Council shall receive no compensation for their servicesbut shall be reimbursed for all reasonable and necessary expenses incurred inthe performance of their duties as provided in §§ 2.2-2813 and 2.2-2825.Funding for the costs of expenses shall be provided by the Department ofHuman Resources.
