§ 2.2-4010. Pilot programs for regulations imposing local government mandates.

Where an agency proposes to consider the exercise of authority to promulgatea regulation that will impose a statewide mandate on the Commonwealth'slocalities, the agency shall consider, where appropriate, implementing theregulation on a limited basis with a representative number of localities. Anagency may use such a pilot program to determine the effectiveness or impactof proposed regulations prior to statewide adoption.
