No public employee having official responsibility for a procurementtransaction shall knowingly falsify, conceal, or misrepresent a materialfact; knowingly make any false, fictitious or fraudulent statements orrepresentations; or make or use any false writing or document knowing it tocontain any false, fictitious or fraudulent statement or entry.
