A. This chapter, being necessary for the welfare of the people of theCommonwealth, shall be liberally construed to effect the purposes thereof.
B. Insofar as the provisions of this chapter are inconsistent with theprovisions of any general or special laws or charters, or parts thereof, theprovisions of this chapter shall control.
