The Governor shall develop an implementation plan providing for each agencyto develop a strategic plan. Such implementation plan shall provide foragency submission of individual strategic plans over a three-year periodbeginning December 1, 2003, and ending December 1, 2006, and require, at aminimum, one-third of state agencies each year to so submit. Thereafter, eachagency shall submit, on a biennial basis by December 1 in even-numberedyears, its strategic plan including goals, strategies, and performancemeasures for consideration and review by the Council on Virginia's Future.After review, the Council may submit comments to the Governor regarding anyconcerns about the strategic plan or recommendations to improve the plan.
