§ 20-70. No warrant of arrest to issue.

Except as otherwise in this chapter provided, no warrant of arrest shall beissued by a magistrate against any person within the terms of this chapter,but all proceedings shall be instituted upon petition as aforesaid, providedthat upon affidavit of the spouse or other person that there is reasonablecause to believe that the spouse or parent is about to leave the jurisdictionof the court with intent to desert the spouse, child or children, the courtof, or any magistrate serving, the city or county may issue a warrant for thespouse or parent returnable before the court.
