The commission shall likewise fix and determine the time or times when andthe place or places where such fees, rents and charges shall be due andpayable and may require that such fees, rents and charges shall be paid inadvance for periods of not more than six months.
A copy of the schedules of all fees, rents and charges in effect shall at alltimes be kept on file at the principal office of the commission, and suchschedules shall at all reasonable times be open to public inspection.
