§ 21-286. Additional powers conferred on counties, cities and towns.

The powers conferred by this chapter on counties, cities and towns are inaddition and supplemental to the powers conferred by any other law, and maybe exercised by resolution of the governing bodies thereof without regard tothe terms, conditions, requirements, restrictions or other provisionscontained in any other law, general or special, except the State WaterControl Law passed at the 1946 regular session of the General Assembly, or inany charter, except that where fees, rents and charges are fixed by a city ortown, that power shall be exercised by ordinance.
