The Board shall issue guidelines for the administration of the Program as itmay deem necessary and appropriate. The guidelines shall include, but shallnot be limited to, provisions which address compliance with other law orBoard requirements for educational technology, the application for a grantfrom the Fund, the innovations included in the proposal, and other criteriaas established by the Board.
