(a) The Governor may appoint visitors from a list of qualified personssubmitted to him, by the alumni association of the Radford College, or itstitular successor, on or before the first day of July of any year in whichthe terms of any visitors will begin or expire.
(b) Every list shall contain at least three names of each vacancy to befilled.
(c) The Governor is not to be limited in his appointments to the persons sonominated.
