§ 23-15. Definitions.

Whenever as used in this chapter, unless a different meaning clearly appearsfrom the context:

"Institution" means any educational institution referred to in § 23-14hereof.

"Board" means the board of visitors, board of trustees, or other governingbody, by whatever name known, of an institution.

"Bonds" means any bonds, notes or other evidences of indebtedness or otherobligations of an institution issued by an institution pursuant to thischapter.

"Governor" means the Governor of the Commonwealth of Virginia.

"Project" means (i) any building, facility, addition, extension orimprovement of a capital nature required by or convenient for the purposes ofan educational institution, including, without limitation, administration,teaching, lecture and exhibition halls, libraries, dormitories, studentapartments, faculty dwellings, dining halls, cafeterias, snack bars,laundries, hospitals, laboratories, research centers, infirmaries, fieldhouses, gymnasiums, auditoriums, student unions, recreation centers,stadiums, athletic facilities, garages, parking facilities, warehouses andstorage buildings, book and student supplies centers and all buildings, landsand any other appurtenances, furnishings and equipment necessary or desirablein connection therewith or incidental thereto and (ii) any personal propertyat the institutions.

"To erect" or "erection" includes building, constructing, reconstructing,erecting, demolishing, extending, bettering, equipping, installing,modifying, and improving.
