The governing board of Virginia Polytechnic Institute and State University isauthorized to establish twenty annual soil scientist scholarships to beawarded from the Commonwealth at large, each of the value of the Universityfee of Virginia Polytechnic Institute and State University. The awarding andpayment of such scholarships shall be subject to the conditions andrestrictions hereinafter set out in §§ 23-38.4 to 23-38.10.
