§ 23-38.4. Soil scientist scholarships; recipients to be bona fide residents;basis of awards.

Each applicant for a scholarship must be a bona fide resident of theCommonwealth of Virginia before such scholarship may be awarded to him. Theaward shall be made upon such basis, competitive or otherwise, as isdetermined by the president or other proper officer of the institution ofhigher education which the applicant plans to attend, hereinafter referred toas "school," with due regard to scholastic attainments, character, andadaptability of the applicant to the service contemplated under such award;provided, that no award shall be made unless the applicant possesses therequisite qualifications.
