In order to prevent unnecessary expense and duplication of functions, and topromote uniform and effective administration of relocation assistanceprograms for displaced persons, a state agency may enter into contracts withany person for services in connection with such programs, or may carry outits functions under this chapter through any federal or state agency orinstrumentality having an established organization for conducting relocationassistance programs.
