All shellfish in the shell imported or transported into Virginia forprocessing or consumption within the Commonwealth shall have a certificatefrom the appropriate agency of the state of origin that the shellfish camefrom clean, approved areas of water of that state. Shellfish which are notaccompanied by such certificate are deemed to have come from polluted waters;shall not be sold or processed for consumption within Virginia; and shall bereplanted in compliance with the provisions of this chapter, destroyed orreturned to the state of origin.
