§ 29.1-713. Who must or may apply for certificate of title; authority ofemployees of Department.

A. Any owner, except a registered dealer, of any watercraft shall apply tothe Department for a certificate of title in the name of the owner before thewatercraft is operated.

B. Any owner of a vessel not required to be titled under this article and nottitled elsewhere, may apply to the Department for a certificate of title. TheDepartment shall issue the certificate upon reasonable evidence of ownershipsuch as a bill of sale or other document satisfactory to the Department.

C. Employees of the Department are authorized to administer oaths and takeacknowledgements and affidavits incidental to the administration andenforcement of this section. They shall receive no compensation for theseservices.

D. The issuance of a certificate of title, other than in the case of theinitial issuance to a purchaser from a dealer, shall not invalidate apreviously perfected security interest under the Uniform Commercial Code,other than a security interest in inventory.
