The Department shall neither issue nor renew a certificate of number to anywatercraft required to be titled in this Commonwealth unless the Departmenthas issued a certificate of title to the owner. However, any owner of awatercraft that was not previously required to be titled, and whosecertificate of number expires after January 1, 1998, shall apply for acertificate of title at the time of renewal of his certificate of number.
