A. The Commission shall neither exercise its powers in any market, norwithdraw the exercise of its powers from any market, until after a publichearing is held for such market, and the Commission determines whether itwill be in the public interest to exercise its powers in that market.
B. The Commission may on its own motion, call a public hearing as requiredunder subsection A and shall call a public hearing upon the writtenapplication of a producers' association organized under Chapter 3 of Title13.1 (§ 13.1-301 et seq.), supplying in the judgment of the Commission, asubstantial proportion of the milk consumed in such market. If no suchproducers' association exists on such market, the Commission shall call apublic hearing upon the written application of producers supplying asubstantial proportion of the milk consumed in such market; and shall call apublic hearing upon the written application of distributors distributing asubstantial proportion of the milk consumed in that market.
C. The Commission may determine notice requirements and the time and locationof any public hearing held under this section.
