Nothing in this chapter shall require the Commissioner to report forprosecution, or institute seizure proceedings, where the Commissionerconsiders the violations of this chapter to be minor. In such cases, theCommissioner may serve a suitable notice of warning in writing, when hebelieves that the public interest will be best served by so doing.
