§ 3.2-405. Appeal.
Decisions of the Commissioner may be appealed by persons aggrieved to theBoard and thereafter to the circuit court in accordance with theAdministrative Process Act (§ 2.2-4000 et seq.). The imposition of any civilpenalty shall be suspended pending such appeals.
