§ 30-3. How convened in extra session.

Whenever two-thirds of the members of both houses of the General Assemblyshall, after their adjournment sine die, desire to convene the same inconformity to the Constitution, they shall make application in writing to theGovernor over their own signatures, and this shall be deemed by him a properapplication. He shall thereupon convene the General Assembly, at such timeand place as shall be designated by the application; or, if the time andplace be not so designated, then at such convenient and reasonable time andplace as he shall appoint.
