§ 30-316. (Expires July 1, 2012; For contingent expiration date - SeeEditor's note) Powers and duties; report.

The Commission on Civics Education shall have the following powers and duties:

1. To develop and coordinate outreach programs in collaboration with schoolsto educate students on the importance of understanding that (i)representative democracy is a process dependent on reasoned debate, goodfaith negotiation, and compromise; (ii) individual involvement is a criticalfactor in community success; and (iii) consideration of and respect forothers must be shown when deliberating, negotiating, and advocating positionson public concerns.

2. To identify civics education projects in the Commonwealth and providetechnical assistance as may be needed to such programs.

3. To build a network of civics education professionals to share informationand strengthen partnerships.

4. To develop, in consultation with entities having representatives on theCommission and others as determined by the Commission, a clearinghouse thatshall be available on the Department of Education's website. The electronicclearinghouse shall include, among other things, (i) a database of civicseducation resources, lesson plans, and other programs of best practices incivics education; (ii) a bulletin board to promote discussion on and exchangeof ideas relative to civics education; (iii) an events calendar; and (iv)links to civics education research.

5. To make recommendations to the Board of Education regarding revisions tothe Standards of Learning for civics and government.

6. To submit to the Governor and the General Assembly an annual report. Thechairman shall submit to the Governor and the General Assembly an annualexecutive summary of the interim activity and work of the Commission no laterthan the first day of each regular session of the General Assembly. Theexecutive summary shall be submitted for publication as a report document asprovided in the procedures of the Division of Legislative Automated Systemsfor the processing of legislative documents and reports and shall be postedon the General Assembly's website.
