§ 30-323. (Contingent effective and expiration dates - See notes) Powers andduties of the Commission.

The Virginia Commission on the Centennial of the Woodrow Wilson Presidencyshall have the following powers and duties:

1. Plan, develop, coordinate, and implement statewide programs, events, andactivities appropriate to commemorate the centennial of Woodrow Wilson'selection and presidency from 1912 through 1921.

2. Appoint and establish an Advisory Council composed of nonlegislativecitizens at large who have demonstrated knowledge and expertise concerningthe life, presidency, and legacy of Woodrow Wilson, have an interest in thecentennial of his election and presidency, and agree to serve in a voluntarycapacity. Members of the Advisory Council shall serve without compensation orreimbursement for expenses as provided in §§ 2.2-2813 and 2.2-2825.

3. Seek, receive, and expend gifts, grants, donations, bequests or otherfunds from any source to support the work of the Commission; implement plansfor the centennial commemoration; and facilitate the objectives of thischapter.

4. Promote and encourage research and scholarship on and an interdisciplinaryexamination of (i) the life, presidency, contributions, and legacy of WoodrowWilson and (ii) the historical importance of his presidency to the Americanpresidency, scholarship, international and domestic relations, and politicaland social systems.

5. Offer educational and cultural opportunities to increase historicalliteracy of the Woodrow Wilson election and presidency, highlight significantevents and achievements during his administrations, and assess the effect ofhis presidency on contemporary society.

6. Encourage civic, historical, educational, economic, and otherorganizations throughout Virginia to organize and participate in activitiesto expand the understanding and appreciation of the significance of WoodrowWilson's election and presidency.

7. Identify and implement various means to increase public knowledge andawareness of Woodrow Wilson, including ways to memorialize and preserve hishistory and legacy in Virginia, particularly among children and young adultsthroughout the Commonwealth.

8. Promote the development and conduct of programs designed to involve allcitizens in activities that commemorate the centennial of Woodrow Wilson'selection and presidency.

9. Seek the assistance and collaboration of diverse organizations andinterested parties, in Virginia and out of state, with expertise orexperience in order to facilitate the Commission's work.

10. Submit to the Governor and the General Assembly an annual report forpublication as a report document as provided in the procedures of theDivision of Legislative Automated Systems for the processing of legislativedocuments and reports. The chairman shall submit to the Governor and theGeneral Assembly an annual executive summary of the interim activity and workof the Commission no later than the first day of each regular session of theGeneral Assembly. The executive summary shall be submitted for publication asa report document as provided in the procedures of the Division ofLegislative Automated Systems for the processing of legislative documents andreports and shall be posted on the General Assembly's website.

11. Perform such other duties, functions, and activities as the Commissiondeems necessary to facilitate and implement the objectives of this chapter.
