§ 33.1-13. General powers of Commissioner.

Except such powers as are conferred by law upon the CommonwealthTransportation Board, the Commonwealth Transportation Commissioner shall havethe power to do all acts necessary or convenient for constructing, improving,maintaining, and preserving the efficient operation of the roads embraced inthe systems of state highways and to further the interests of theCommonwealth in the areas of public transportation, railways, seaports, andairports. And as executive head of the Transportation Department, theCommissioner is specifically charged with the duty of executing all ordersand decisions of the Board and he may, subject to the provisions of thischapter, require that all appointees and employees perform their duties underthis chapter.

In addition, the Commissioner, in order to maximize efficiency, shall takesuch steps as may be appropriate to outsource or privatize any of theDepartment's functions that might reasonably be provided by the privatesector.
