The chairman shall, with the aid and advice of the Auditor of PublicAccounts, cause to be maintained a complete and modern system of bookkeepingfor the Department of Transportation and the books to be kept by theDepartment shall show in detail all receipts and disbursements of theDepartment, the source of such receipts and the purpose, amount and recipientof all disbursements.
