The Commonwealth Transportation Board shall, in accordance with federal lawand guidelines for projects qualifying as "transportation enhancements" asdefined in 23 U.S.C. § 101 (a) (35), take such measures as may appearnecessary or convenient to consider projects that will (i) addressimprovements to highway rest areas and welcome centers and (ii) accommodateanticipated quadricentennial tourism in Virginia.
