Except such powers as are conferred by law upon the CommonwealthTransportation Board, or such services as are performed by the Department ofTransportation pursuant to law, the Director of the Department of Rail andPublic Transportation shall have the power to do all acts necessary orconvenient for establishing, maintaining, improving, and promoting publictransportation, transportation demand management, ridesharing, and passengerand freight rail transportation in the Commonwealth and to procurearchitectural and engineering services for rail and public transportationprojects as specified in § 2.2-4301.
