§ 33.1-298. Definitions.

As used in this article, the following words and terms shall have thefollowing meanings, unless the context shall indicate another or differentmeaning or intent:

(a) The word "Board" shall mean the Commonwealth Transportation Board or,if said Board shall be abolished, the board, body or commission succeeding tothe principal functions thereof or to whom the powers given by this articleto the Board shall be given by law.

(b) The word "project" or the words "turnpike project" shall mean anyexpress highway or superhighway constructed under the provisions of thisarticle by the Board, including all bridges, tunnels, overpasses,underpasses, interchanges, entrance plazas, approaches, tollhouses, servicestations, and administration, storage and other buildings and facilitieswhich the Board may deem necessary for the operation of such project,together with all property, rights, easements and interest which may beacquired by the Board for the construction or the operation of such project.

(c) The word "cost" as applied to a turnpike project shall embrace the costof construction, the cost of the acquisition of all land, rights-of-way,property, rights, easements and interests acquired by the Board for suchconstruction, the cost of demolishing or removing any buildings or structureson land so acquired, including the cost of acquiring any lands to which suchbuildings or structures may be moved, the cost of all machinery andequipment, financing charges, interest prior to and during construction and,if deemed advisable by the Board, for one year after completion ofconstruction, cost of traffic estimates and of engineering and legalexpenses, plans, specifications, surveys, estimates of cost and of revenues,other expenses necessary or incident in determining the feasibility orpracticability of constructing any such project, administrative expense, andsuch other expense as may be necessary or incident to the construction of theproject, the financing of such construction and the placing of the project inoperation. Any obligation or expense hereafter incurred by the Board fortraffic surveys, borings, preparation of plans and specifications, and otherengineering services in connection with the construction of a project shallbe regarded as a part of the cost of such project and shall be reimbursed tothe Board out of the proceeds of turnpike revenue bonds hereinafterauthorized.

(d) The words "public highways" shall include all public highways, roadsand streets in the Commonwealth, whether maintained by the Commonwealth or byany county, city, town or other political subdivision.

(e) The word "bonds" or the words "turnpike revenue bonds" shall meanrevenue bonds of the Commonwealth authorized under the provisions of thisarticle.

(f) The word "owner" shall include all individuals, copartnerships,associations or corporations having any title or interest in any property,rights, easements and interests authorized to be acquired by this article.
