§ 36-19.2. Powers limited by necessity for authority from or approval bygoverning body; public hearing on proposed budget.

A. Notwithstanding the provisions of § 36-19, no authority heretofore orhereafter permitted to transact business and exercise powers as provided in §36-4 shall make any contract for the construction of any additional housingnot authorized or approved by the governing body on April 1, 1952, or acquireland for, or purchase material for the construction or installation of anysewerage, streets, sidewalks, lights, power, water or any other facilitiesfor any additional housing not authorized or approved on such date, unlessand until such additional housing shall have been authorized or approved bythe governing body of the county or city in which the authority is authorizedto transact business and exercise powers; provided, that this section shallnot affect or impair the provisions of § 36-19.1.

B. Before any authority gives final approval to (i) its budget or (ii) anyrequest for funding for submission to the governing body, the authority shallhold at least one public hearing to receive the views of citizens within thearea of operation of the authority. The authority shall cause public noticeto be given at least 10 days prior to any hearing by publication in anewspaper having a general circulation within the area of operation of theauthority.
