§ 36-57. Definitions.

(1) "Persons engaged in national-defense activities," as used in thischapter, shall include (without limiting the generality thereof) enlistedpersonnel in the military and naval services of the United States andemployees of the Department of Defense assigned to duty at military or navalreservations, posts or bases; and workers engaged or to be engaged inindustries connected with and essential to the national-defense program; andshall include the families of the aforesaid persons who are living with them.

(2) "Persons of low income," as used in this chapter, shall mean persons orfamilies who lack the amount of income which is necessary (as determined bythe housing authority undertaking the housing project) to enable them,without financial assistance, to live in decent, safe and sanitary dwellings,without overcrowding.

(3) "Development," as used in this chapter, shall mean any and allundertakings necessary for the planning, land acquisition, demolition,financing, construction or equipment in connection with the project(including the negotiation or award of contracts therefor), and shall includethe acquisition of any project (in whole or in part) from the federalgovernment.

(4) "Administration," as used in this chapter, shall mean any and allundertakings necessary for management, operation or maintenance, inconnection with any project, and shall include the leasing of any project (inwhole or in part) from the federal government.

(5) "Federal government," as used in this chapter, shall mean the UnitedStates of America or any agency or instrumentality, corporate or otherwise,of the United States of America.

(6) The development of a project shall be deemed to be "initiated," withinthe meaning of this chapter, if a housing authority has issued any bonds,notes or other obligations with respect to financing the development of suchproject of the authority, or has contracted with the federal government withrespect to the exercise of powers hereunder in the development of suchproject of the federal government for which an allocation of funds has beenmade prior to December 31, 1946.

(7) "Housing authority," as used in this chapter, shall mean any housingauthority established or hereafter established pursuant to the HousingAuthorities Law.

(8) "Housing Authorities Law," as used in this chapter, shall mean Chapter1 (§ 36-1 et seq.) of this title.
