The Department of Behavioral Health and Developmental Services is herebyestablished in the executive branch of government responsible to theGovernor. The Department shall be under the supervision and management of theCommissioner. The Commissioner shall carry out his management and supervisoryresponsibilities in accordance with the policies and regulations of the Boardand applicable federal and state statutes and regulations.
