Each applicant for a top person certificate shall demonstrate to the Board ofCoal Mining Examiners by written and oral examination that he has a thoroughknowledge of the theory and practice of shaft and slope mine construction. Inaddition, each applicant shall pass the examinations in first aid and gasdetection. The holder of a top person certificate issued by the Board shallbe authorized to act as top person in any coal mine.
