In addition to the requirements of § 46.2-2011, in determining whether acertificate of public convenience and necessity required by this articleshall be granted, the Department may consider the present transportationfacilities over the proposed route or within the proposed service area, thevolume of traffic over such route or in such service area, and the conditionof the highway over the proposed route or service area.
