A. On receipt of an application and payment of the fee prescribed by thissection, the Commissioner shall issue special license plates bearing thelegend FRIENDS OF TIBET.
B. The annual fee for plates issued pursuant to this section shall be $25 inaddition to the prescribed fee for state license plates. For each such $25fee collected in excess of 1,000 registrations pursuant to this section, $15shall be paid into the state treasury and credited to a special nonrevertingfund known as the Conservancy for Tibetan Art and Culture Fund, establishedwithin the Department of Accounts. These funds shall be paid annually to theConservancy for Tibetan Art and Culture and used to assist in its programsand activities in Virginia.
