Notwithstanding § 5.1-39, any county, city, town, or airport commission mayuse, lease or convey for any industrial development purposes any airportproperty described in § 5.1-39 with the written approval of the Director ofAviation on such terms and conditions as the Director may require. When anyeasement, rights, or privileges have been pledged as a sponsor's share tosecure funds from the Federal Aviation Administration, written approval ofthe Federal Aviation Administration shall also be required.
