§ 5.1-94. Required certificate of public convenience and necessity.
No common carrier by aircraft or restricted common carrier by aircraft (notherein exempted) shall engage in intrastate operation in the airspace of thisCommonwealth without first having obtained from the Commission a certificateof public convenience and necessity authorizing such operation.
