Upon the filing of an application for a certificate of public convenience andnecessity, the Commission shall, within a reasonable time, fix a time andplace of hearing on such application. If the Commission shall find that theproposed operation justified it, it shall issue a certificate to theapplicant, subject to such terms, limitations and restrictions as theCommission may deem proper. If the Commission shall find the proposedoperation not justified, the application shall be denied.
