The Board may certify any applicant as a Virginia certified professionalwetland delineator who has submitted satisfactory evidence verified byaffidavits that the applicant:
1. Is eighteen years of age or older;
2. Is of good moral character; and
3. Has successfully completed such educational and experiential requirementsas are required by this chapter and the regulations of the Board.
