Nominations may be made for each professional vacancy from a list of at leastthree names submitted to the Governor by the Virginia PharmaceuticalAssociation. The Governor may notify the Association of any professionalvacancy other than by expiration. In no case shall the Governor be bound tomake any appointment from among the nominees of the Association.
