Notwithstanding the provisions of § 55-298.2, no electric fence controllingdevice shall be sold, distributed, constructed, installed, maintained or usedwhich will permit for longer than one second an uninterrupted electriccurrent on the fence with an effective value in excess of 5 milliamperes whenthe load, including the measuring device, is not less than 450 ohms nor morethan 550 ohms.
