A. Every contract or agreement between professional fund-raising counsel anda charitable or civic organization must be in writing and shall be filed withthe Commissioner within ten days after such contract or written agreement isentered into.
B. Every contract, or a written statement of the nature of the arrangement toprevail in the absence of a contract, between a professional solicitor and acharitable or civic organization shall be filed with the Commissioner atleast ten days prior to commencement of the contract.
C. All agreements and arrangements between professional fund-raising counseland charitable or civic organizations must be reduced to writing beforeexecuted or acted upon.
