Every motor vehicle carrier failing to comply with § 58.1-2654 shall besubject to the imposition of a monetary penalty by the Commission as providedin § 58.1-2610.
In addition to imposing such monetary penalty, or without imposing suchmonetary penalty, the Commission may, in any such case, after notice andhearing, suspend or revoke any certificate, warrant, exemption card,registration card, stamp, classification plate, identification marker, oridentifying number issued pursuant to Title 56.
