A. Each manufacturer shall:
1. Provide a copy of each certification to each wholesaler to which themanufacturer sells cigarettes; and
2. Provide sufficient copies of an illustration of the packaging markingapproved and used by the manufacturer in accordance with § 59.1-293.4 foreach retailer and vending machine operator who purchases cigarettes from thewholesaler.
B. The wholesaler shall provide a copy of the illustration to each retailerand vending machine operator to whom the wholesaler sells cigarettes.
C. Each retailer, vending machine operator, and wholesaler shall allow theCommissioner or designee of the Commissioner to inspect the markings oncigarette packaging at any time.
