The Commissioner:
1. In consultation with the State Fire Marshal, may adopt regulationsnecessary to carry out and administer this chapter;
2. In consultation with the State Fire Marshal, may adopt regulations for theconduct of random inspections of retailers, vending machine operators, andwholesalers to ensure compliance with this chapter; and
3. Shall ensure that the implementation and substance of this chapter is inaccordance with the implementation and substance of the New York fire safetystandards for cigarettes.
