The Commission shall promulgate such regulations as it deems appropriate toeffect the purposes of this chapter. Before promulgating any suchregulations, the Commission shall give reasonable notice of the contentthereof, and shall afford interested parties an opportunity to be heard, inaccordance with the Rules of Practice and Procedure of the Commission.
