The Commission shall adopt such regulations as it deems appropriate to effectthe purposes of this chapter. Before adopting any such regulation, theCommission shall give reasonable notice of its content and shall affordinterested parties an opportunity to be heard, in accordance with theCommission's Rules. A copy of each regulation and order adopting it shall bemailed to all licensees at least 10 days before the effective date thereof.
