Each official communication directed by the Commission or any state bankexaminer to any bank, or to any officer thereof, relating to an examinationor investigation made or caused to be made by the Commission, or containingsuggestions or recommendations as to the conduct of the bank, shall, ifrequired by the Commission or examiner submitting the communication, besubmitted by the officer or director of the bank receiving it, to theexecutive committee or board of directors of the bank. The communicationshall be duly noted in the minutes of the meeting of the board or executivecommittee.
