The provisions of this chapter shall be liberally construed to the end thatits beneficial purposes may be effectuated. No proceedings, notice orapproval shall be required for the issuance of any bonds of the Authority orany instruments or the security thereof, except as provided in this chapter.Insofar as the provisions of this chapter are inconsistent with theprovisions of any other law, general, special or local, the provisions ofthis chapter shall be controlling.
