Whenever the Board finds that the holder of a permit is willfully violatingany provision of such permit or any other provision of this chapter, theBoard may cancel or suspend the permit or impose conditions on its future usein order to prevent future violations. The finding of the Board shall bemade in accordance with the Administrative Process Act, § 2.2-4000 et seq.
